Recruiting... New topic

I wanted to start a new topic about November 2019 recruits on the recruiting tab. Unfortunately there isn't a way to start a new topic or I am shut out of it. Either by my own fault or am I missing something The other two boards have a start a new topic on the top. Not the recruiting board, at least not on my display. Any help is appreciated
